OneCare makes some configuration changes automatically

Phishing Filter in Internet Explorer 7.0	If Internet Explorer 7.0 is installed on your computer at the time of OneCare installation, OneCare turns on the phishing Filter if it is not already turned on and has not been explicitly turned off.	During OneCare installation	The phishing Filter is designed to warn you if the Web site you are visiting might be impersonating another Web site. By turning this on, you allow some Web sites to be sent to Microsoft to be checked. Information received will not be used to personally identify you.
